Putting People First and the desire to develop a market for personalized services in the social services sector continues to grow across England. The Government has set targets to put people first to make sure people eligible for social assistance receive information, support and ways to take control of their own needs with the help of personal budgets.

Over there a number of national policy documents relating on the broader aspects of public service and the transformation of social care:

* The transformation of social care services for adults are described in the Concordat Ministerial Putting People First, which sets the vision for each person who wants more control over social services have the right to choose, organize and to pay their own care wherever they live.

* The agenda includes NHS and health budgets personal, which have been tested and examined. The agenda in the field of social protection is to have a faster step that the health service. The idea of a NHS patients who theoretically consumer choice is a concept more complex than, say, a person to choose an agency home care.

* The Big Debate care "under the social care green paper adults continued to feed the agenda broader front to a national health service.

Personalized services on individual needs and person-centered planning are nothing new. Planning Support Solo, offering choice and user led services have been around for years particularly in personal services and learning physical disabilities. The turn now to hand over key elements of the process of recruitment services and more control in general is a trend radical.

Service users can also choose to take up different services may have been traditionally available, including ability to express a preference on the people and organizations they choose to use directly or otherwise.

Putting People First, is more than a vision worthy. One key factor is the need to obtain better results, increased quality and better cost efficiencies in a context of increasing demand for social services. This is driven by people living longer and staying in their own homes. Part of the program is to provide wider understanding of early preventive measures to reduce the need for a higher level more expensive packages of care.

One of the key pieces in the puzzle is personalized communication and information. The authorities authorities must provide good access and clear guidance to the range of services available. Putting People First also emphasizes the need for local authorities to work with the voluntary sector and community organizations to help develop social capital for vulnerable groups and individuals.

More emphasis should be placed on helping other people rather than the entire burden of care rest with local councils. Of Councils have been tasked to work within communities to create conditions where people can build autonomous networks of support with the help and advice from a range of groups and services.

Glen Crosier is a marketing and business development consultant based in Brighton, England specializing in the care, support and community sector. He is the author of Selling Care which provides marketing and business advice for care and support service providers responding to changing market conditions created by the Putting People First agenda.

Fortress NHS A Philosophical Review of the National Health Service David Seedhouse University of Auckland, New Zealand and University of Liverpool, UK There are many books on the politics, history and sociology of the NHS which argue that all is not well. These books discuss the enormous complexity of the health service, assess the power of different professions and individuals and address apparently insurmountable administration difficulties. Most conclude by suggesting improvements to the various processes of the NHS, but leave its philosophy intact and unexamined. Fortress NHS takes a different path and reflects deeply upon the purpose of the health service. What inspires the NHS? What is its philosophy? What are its fundamental principles? Why are they so important? And do they hold up to careful scrutiny? This ingenious book tackles each of these questions and in so doing examines the strength of the philosophical foundations of the NHS. Fortress NHS is the sixth in a series of books from David Seedhouse, each of which applies philosophical analysis to the everyday problems of health service policy and practice. They are designed to be of interest to all those interested in health care including medical and health care professionals, health service economists and managers, social scientists, health service researchers, nurses and the informed lay person. Read together, the series constitutes a unique investigation into health care provision and offers numerous concrete proposals for philosophically justified reform.
