Putting People First and the desire to develop a market for personalized services in the social services sector continues to grow across England. The Government has set targets to put people first to make sure people eligible for social assistance receive information, support and ways to take control of their own needs with the help of personal budgets.

Over there a number of national policy documents relating on the broader aspects of public service and the transformation of social care:

* The transformation of social care services for adults are described in the Concordat Ministerial Putting People First, which sets the vision for each person who wants more control over social services have the right to choose, organize and to pay their own care wherever they live.

Putting People First, is more than a vision worthy. One key factor is the need to obtain better results, increased quality and better cost efficiencies in a context of increasing demand for social services. This is driven by people living longer and staying in their own homes. Part of the program is to provide wider understanding of early preventive measures to reduce the need for a higher level more expensive packages of care.

One of the key pieces in the puzzle is personalized communication and information. The authorities authorities must provide good access and clear guidance to the range of services available. Putting People First also emphasizes the need for local authorities to work with the voluntary sector and community organizations to help develop social capital for vulnerable groups and individuals.

More emphasis should be placed on helping other people rather than the entire burden of care rest with local councils. Of Councils have been tasked to work within communities to create conditions where people can build autonomous networks of support with the help and advice from a range of groups and services.
